Guatapé sits on a reservoir, not a natural lake. The water was created when EPM dammed the Nare river in the late 1970s, flooding the valley floor and the old town of El Peñol. For buyers that means the water level moves, the utility holds authority over the water body, and your land stops where the reservoir's protection strip begins.
Why the reservoir origin matters
A reservoir is infrastructure that exists to generate electricity; tourism is a byproduct. Three consequences follow:
- The water level is operational. It rises and falls with rainfall and generation demand. A dock that floats in one season can sit over exposed ground in another. Ask where the water sat twelve months ago and look for the tide line on the bank.
- The strip closest to the water is subject to protection and utility authority. Owning land that touches the reservoir is not owning the water's edge, and that gap is where most disappointments begin.
- Two municipalities set their own rules. Guatapé and El Peñol each have a territorial plan that determines whether a parcel allows country housing, subdivision, or agricultural use only. Parcels facing the same water on either side of the municipal line can carry different permissions.
The old town and titles
The original El Peñol town centre is under the water, and residents were relocated to a new town. The registry around the reservoir therefore includes parcels created, reshaped or extinguished during the flooding, so the certificate of tradition and freedom matters more here. Request it with the registry number; it shows the registered owner, mortgages, liens and encumbrances. Read the chain backwards. A seller offering a "carta de compraventa" instead of registered title is offering a dispute.
Swimming and boating
The reservoir is used daily for swimming, kayaking, jet skis and tour boats from the malecón. The realistic hazards are boat traffic near the shoreline, sudden weather and submerged structures in flooded zones. Go out on it on a Sunday in high season and a Tuesday in the rainy months: two different bodies of water. The full guide covers visiting.

Built stock is cheaper than the Antioquia average; land is the reversal. Buildable land with water views is the scarce item. Appreciation has historically run 7 to 8 percent a year, a record, not a promise.
Before an offer on a parcel
- Pull the certificate and confirm the seller is the registered owner with no mortgage, embargo or usufruct. Pay nothing before this is clean.
- Ask the municipality for the land use classification on that specific parcel.
- Walk the boundary with the survey. On sloped land the flat usable portion is often a fraction of the titled area, and access easements across neighbours are common and frequently undocumented.
- Confirm water and power; rural parcels may rely on a community aqueduct with its own membership rules.
- Budget buyer closing costs of about 2 percent. Annual property tax runs 0.3 to 1.2 percent of cadastral value.
Closing normally takes 30 to 45 days. Capital gains are 15 percent after two years or more.
The road, and income
The Devimed concession reverts on July 31, 2026, with the financing trust expected in 2027 and handover to Invías in 2028, so major works would not begin before late 2027. Long-term rentals have yielded 5 to 9 percent gross a year and short-term 8 to 15 percent gross, with real operating costs: cleaning, management, platform fees and vacancy between weekends. Model the low end first.

Frequently asked questions
Is Guatapé's lake natural or man-made?
Man-made. The Nare river was dammed in the late 1970s, submerging the valley floor and the original town of El Peñol.
Does the water level change?
Yes. The reservoir is operated for power generation, so docks and shoreline look very different between seasons. Visit twice, in different months.
Can I build on a lot near the reservoir?
Only if the parcel's land use allows it, set by each municipality's territorial plan. Guatapé and El Peñol have separate plans.
How much does a lot cost?
Lots start at about US$132,000 with a typical asking price of about US$329,000, above the Antioquia figures of about US$113,000 and US$274,000.
What proves ownership?
The certificate of tradition and freedom, requested with the registry number. A private sale letter does not.
