Key takeaways
- You must do it within 15 days of the visa being issued or of entering Colombia on it.
- Migración Colombia's regional office for Antioquia is in Medellín.
- If you are buying with a visa in mind, note that closing normally takes 30 to 45 days once the deal is agreed, and registration follows that.
- On cost, buying is separate from immigration: buyer closing costs run about 2 percent of the price (notary 0.27 percent, registry 0.67 percent, beneficencia 1 percent), plus your lawyer's fee.
- Neither Guatapé nor El Peñol has one.
There is no Migración Colombia office in Guatapé or El Peñol. The nearest one for reservoir-area residents is in Medellín, and the cédula de extranjería is issued there after your visa is approved online. The visa itself is handled entirely through the Ministry of Foreign Affairs website; only the fingerprint and photo appointment requires you to show up in person.
The sequence matters, because people regularly try to do step three first. You cannot apply for a cédula de extranjería. You apply for a visa. The cédula is what you register for once the visa exists.
What order do the steps actually go in?
1. Get the visa approved online. The application, document upload and payment all happen on the Cancillería's visa portal. You never visit an office for this part. Typical visa categories for people settling around the reservoir are the Migrant (M) visa through property ownership, marriage to a Colombian, pension income, or a work contract, and the Visitor (V) visa for shorter or non-resident purposes. Note that a V visa under three months does not generate a cédula obligation; an M or R visa does.
2. Receive the visa PDF by email. It is stamped digitally. Print it. There is no sticker in your passport for visas issued this way.
3. Register the visa and request the cédula. This is the in-person step, done by appointment at Migración Colombia. You must do it within 15 days of the visa being issued or of entering Colombia on it. Missing that window is the single most common reason reservoir residents end up paying a fine.
4. Collect the card. You are given a date to return, or in some cases it is delivered. Keep the receipt they give you at the appointment; it functions as proof of status until the card is in your hand.
Where does the in-person appointment happen if I live in Guatapé?
Migración Colombia's regional office for Antioquia is in Medellín. Appointments are booked through Migración Colombia's own online scheduling system, and slots are released in blocks, so book the moment your visa PDF arrives rather than waiting until you are in the city.
Plan it as a day trip from the reservoir. The Medellín–Guatapé road is the only practical route and the doble calzada is not under construction and has no official opening date, so build in traffic on Sunday evenings and holiday returns. Arrive with everything printed. The office does not photocopy for you, and there is no fallback office in Rionegro or Marinilla that handles cédula issuance for foreigners.
Two local errands you can do in Guatapé or El Peñol itself: authenticating signatures and getting documents notarised, which the local notaría handles, and apostilled foreign documents, which must come from the issuing country before you arrive, not from Colombia.
What paperwork should I have in hand?
Bring the originals and a printed copy of each:
- Passport, valid, with the entry stamp or migration record for your current stay.
- The visa PDF, printed in colour.
- Proof of payment of the cédula issuance fee, paid online through Migración Colombia's payment portal before the appointment.
- The completed registration form, generated when you book.
- Supporting documents for your visa category. For an M visa based on property ownership, that means the certificado de tradición y libertad for the property, requested using its registry number, showing you as the registered owner.
That last point is where buyers get caught. Signing the escritura does not make you the owner for these purposes. The property is transferred by public deed before a notary and then registered at the property registry, and only once registered does the certificate show your name. If you are buying with a visa in mind, note that closing normally takes 30 to 45 days once the deal is agreed, and registration follows that. Build the timeline backwards from your appointment, not forwards from your offer.
Do I need residency to own property here at all?
No. Foreigners can own property in Colombia outright with a passport, and no residency, cédula or local bank account is required to buy. The cédula is about living here legally, not about owning.
What the cédula does change is practical friction: opening a Colombian bank account, signing utility and internet contracts in your own name, registering with the health system, getting a local phone plan, and being registered as an employer if you hire household staff. In Guatapé, where a lot of day-to-day business is still done in person at a counter, having the card ends a great deal of explaining.
On cost, buying is separate from immigration: buyer closing costs run about 2 percent of the price (notary 0.27 percent, registry 0.67 percent, beneficencia 1 percent), plus your lawyer's fee. If your visa route depends on the property, factor those in before you commit to a figure. An apartment in Guatapé and El Peñol starts at about US$91K, with a typical asking price near US$161K.

Frequently asked questions
Is there a Migración Colombia office in Guatapé?
No. Neither Guatapé nor El Peñol has one. The regional office for Antioquia is in Medellín, and the cédula de extranjería appointment must be done there in person, by prior online booking.
How long do I have to register my visa after it is issued?
Fifteen days from the visa being issued, or from your entry into Colombia on that visa. Missing the window is the most common cause of fines for new residents in the reservoir area.
Do I need a cédula de extranjería to buy property in Guatapé?
No. Foreigners can own property in Colombia outright with a passport. No residency, cédula or local bank account is required to buy. The cédula matters for living here, not for owning.
Can I apply for the cédula directly, without a visa?
No. The cédula is not a standalone application. You apply for a visa through the Ministry of Foreign Affairs portal online, and once it is approved you register it and the cédula is issued from that registration.
If my visa is based on owning property, what document proves it?
The certificado de tradición y libertad, requested using the property's registry number. It must already show you as the registered owner, which happens only after the escritura is registered, not when it is signed.
