Foreigners can buy property in Colombia: there is no nationality restriction on ownership, and a foreigner buys on the same legal footing as a Colombian. You need a passport, a Colombian tax ID (NIT or cédula de extranjería where applicable), and funds wired through a registered foreign exchange channel. Closing normally takes 30 to 45 days once the deal is agreed.
What a foreigner needs
There is no permit, residency requirement or minimum investment, and no visa is needed to own. What you need is practical:
- A valid passport, your identity document on the escritura.
- A Colombian tax identification number, arranged by your lawyer or accountant.
- A bank route for the money, with the inbound transfer declared as foreign investment. That registration protects your right to send proceeds back out later.
- A lawyer who works only for you, not the seller or the agency.
A poder (power of attorney) is common and legal if you cannot attend signing. It must be granted before a Colombian consulate abroad or apostilled, and still be valid on the day it is used. You can buy entirely remotely, but the checks that matter are physical: boundaries, road condition, water supply, and whether the house matches the title. Visit, or send someone whose judgement you would stake the purchase on.
Proving the property is clean
The core document is the certificate of tradition and freedom, requested with the registry number. It shows the registered owner, mortgages, liens and encumbrances. Read it with a lawyer, in full, including older entries; a clean first page does not mean a clean history.
Then verify land use. Each municipality's territorial plan (POT) determines whether a parcel allows country housing, subdivision, or agricultural use only. A clean title on agricultural land will not let you build, the commonest surprise for foreigners buying rural land. Also confirm paid property tax (predial), no utility debt, valuation levies, and for rural parcels, water rights and legal access.
The closing
- Offer and acceptance, then formalised.
- Promesa de compraventa: the binding promise of sale with a deposit and fixed closing date. Negotiate the penalty clause here.
- Due diligence: title study, land use certificate, tax and utility clearances, a survey if boundaries are unclear.
- Escritura pública signed before a notary by the parties or their attorneys-in-fact.
- Registration at the Oficina de Registro de Instrumentos Públicos. You are not the owner until it is complete.
The total is normally 30 to 45 days. An unfinished succession, a surviving mortgage or a seller company with unclear signing authority extends it. More detail is in the full guide.
Costs
Buyer closing costs run about 2 percent of the price (notary 0.27 percent, registry 0.67 percent, beneficencia 1 percent), plus your lawyer, so pay for a proper title study. Annual predial runs 0.3 to 1.2 percent of cadastral value, which is typically below market value. Capital gains are 15 percent when held two years or more.

Around the reservoir, built housing is cheaper than the Antioquia norm and land is dearer, because waterfront is scarce. Appreciation has historically run 7 to 8 percent a year, history, not a forecast. Long-term rentals have yielded 5 to 9 percent gross and short-term 8 to 15 percent gross.
The Devimed concession reverts on July 31, 2026, with the trust expected in 2027 and handover to Invías in 2028, so major works would not begin before late 2027.
Common mistakes
- Paying before registration. The escritura is not ownership.
- Skipping land use: clean title, unbuildable parcel.
- Money entering outside the declared exchange channel, which complicates repatriating proceeds.
- A lawyer shared with the seller.
- Informal boundaries; survey when the description is vague.
- Access by goodwill rather than a registered easement.
